Fiscal Impact/Change to Net County Cost: None. A five member precinct board under the existing and new classifications is $510.
Background: The existing classification and stipends for precinct board members were adopted by the Board of Supervisors in November 1999. Since that time, roles of precinct board members and polling places have evolved requiring specialization of board member duties and an update to the classifications.
Super Precinct Voting Centers are used in consolidated and special elections. The County may assign 3 or more voting precincts with associated precinct boards to a single polling location. Super precincts require a Supervisor, Greeter and Reception Clerk to operate efficiently and direct voters to the correct precinct table.
In regular precincts, Inspector will replace the former classification of Judge which is no longer used in California elections. The Help America Vote Act (HAVA) of 2002 requires voters not on the roster to be offered the opportunity to cast a provisional ballot. The new position of Provisional Officer will be in charge of issuing provisional ballots while Clerks continue to process voters on the roster.
Locators are a classification used during elections to assist precinct board members in determining voter registration status and designated polling locations for voters.
