DISCUSSION / BACKGROUND
The TRAKiT program allows for processing and issuance of online building permits, the utilization of electronic field devices by inspectors, electronic submittal of records, plan checking, and processing building and civil improvement plans. On February 23, 2016, the Board awarded a Request for Proposal for an electronic permit system to SunGard (now CentralSquare Technologies) and authorized CDS, formerly the Community Development Agency, to negotiate the associated contract for TRAKiT implementation and maintenance services. On January 3, 2017, the Chair executed Agreement 5218 for implementation and training services. The project implementation has been delayed for several reasons: 1) resource availability due to Caldor Fire and recovery activities, 2) the discovery of several items requiring further analysis, and 3) pending major upgrade in August 2022, and 4) parcel history was removed from the solution, requiring Central Square to redevelop this function. Amendment IV allows the consultant more time to complete the final deliverables of the full implementation process.

All other terms of the agreement are to remain the same. Therefore, no additional cost is associated with extending the agreement.

ALTERNATIVES
The Board could decline to approve the amendment, the contract may expire before the implementation projects are completed and the County would experience a lapse in service.
