Probation Department recommending the Board:
1) Approve revenue State Agreement C5612377 (County Agreement 8928) (Agreement) with the California Department of Corrections and Rehabilitation, Division of Adult Parole Operations, that establishes terms and conditions for the provision of services to certain parolee participants effective upon full execution, through June 30, 2027, in the amount of $206,250;
2) Adopt and authorize the Chair to sign Resolution 032-2025, which delegates authority to the Chief Probation Officer to execute the Agreement; and
3) Authorize the Chief Probation Officer to administer and execute any subsequent administrative documents related to said agreement, including any required fiscal and programmatic reports as well as any amendments to the agreement that do not increase the total award or term of the agreement.

DISCUSSION / BACKGROUND
2011 Public Safety Realignment (AB109) shifted the housing and rehabilitation services of many offenders with high capacity for reform and rehabilitation from California prisons to local jurisdictions. Since October 1, 2021, the Probation Department (Probation) has contracted with the California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO) for a Day Reporting Center located at the Shingle Springs Community Corrections Center (CCC).
The goal of this Agreement is to reduce recidivism and increase public safety through effective community reintegration. The programs and services provided will assist in reintroducing participants back into their respective communities. The programs and services offered at the Day Reporting Center will address linkage to needs such as food, clothing, shelter, and behavioral health treatment needs for mental health and substance use to parolee participants as identified in their needs assessment.
Probation and the CCC may provide and may make the following services available: Food Pantry, housing, Cognitive Restructuring Groups, County Social Services, access to DMV services, workforce development, adult education, and job preparation.
The CDCR DAPO will provide services through a Licensed Clinical Social Worker via in-person, telephone, and video contacts, and a Parole Agent. The CDCR DAPO will compensate Probation for 20 reserved slots for parolee participants using Probation's services.
When looking at CDCR DAPO's Northern Region Directory, the closest offices to our County are located in Auburn and Sacramento. CDCR DAPO is coordinating with Probation Offices throughout the state, furthering their mission to promote public safety that promote successful reintegration to their communities. The main obstacles for the justice-involved population are transportation, and access to services, closely followed by steady employment. By contracting with Probation Departments, the increased availability for services include but are not limited to the following:
-Intensive Re-entry Supervision and related services - designed to provide enhanced supervision and support services during the critical transition period from institution to community living.
-Regular Re-entry Supervision and related services - designed for those supervised persons that require the enhanced services for a shorter period of time.
-Specialized Caseloads - to provide concentrated, intensive services to supervised persons with special needs, e.g., severe substance use disorders, sex offenders, those with mental health problems, those requiring specialized placement and/or supervised persons heavily involved in gang activity.
Co-location of resources enhances information sharing, pre-release planning, and reintegration opportunities for parolees and probationers.
ALTERNATIVES
If this Agreement is not approved by the Board, there will be a decreased opportunity to provide certain parolees the skills and services to keep them from repeating offenses.
