DISCUSSION / BACKGROUND
On April 22, 2025, with Legistar file 25-0581, the Board adopted resolution 046-2025 establishing the County of El Dorado 401(a) Deferred Compensation Plan for Eligible Employees. The 401(a) plan allows employer contributions for deferred compensation to be made into the 401(a) instead of the 457 plan. This allows employees eligible for employer contributions to make higher employee contributions to their 457 plan. Current Ordinance Code 2.06.020 identifies County employer contributions to 457 plans only. The proposed ordinance change would eliminate this reference, allowing for other plan contribution options including 401(a) employer contributions for Board of Supervisors members.
Ordinance Code 2.06.020. - Board of Supervisors salary provisions, as indicated on the redline version of the existing ordinance attached as Attachment B is therefore presented consistent with the Department of Human Resources’ recommendation.
Staff requests approval of the first reading today, and to continue this matter to October 28, 2025, for Final Passage (Second Reading).
ALTERNATIVES
The Board may choose to not approve the recommended modifications to Ordinance Code 2.06.020. - Board of Supervisors Salary Provisions, as indicated on the redline version of the existing ordinance and provide staff with an alternate directive.
