Background: On August 16, 2011, Legistar item 10-1169, the Board directed Supervisor Knight to work with County Counsel to write a formal written request to the SPTC JPA to allow El Dorado County to remove the rails in Segment 1, located between the western county line and Shingle Springs at Mother Lode Drive. The letter, dated August 17, 2011 was received by the SPTC JPA Chair and scheduled for review at the SPTC JPA meeting of September 12, 2011.  The JPA Board determined that consent of all JPA member agencies is required to approve the request and therefore forwarded the County's request to the governing bodies of the JPA member agencies, the County of Sacramento, the Sacramento Regional Transit District and the City of Folsom, for consideration.  The County's request for removal of the rails was denied by each agency (see attached letters) and expressed in the letter from SPTC JPA Chief Executive Officer, John C. Segerdell, dated November 23, 2011.
