Department of Transportation recommending the Board authorize the Chair to sign the Right of Way Contract - State Highway Contract with the State of California Department of Transportation, the Easement Deed and the Temporary Easement Deed for APN 331-171-23 for a drainage improvement project which is located on County-owned property in the Townsite of El Dorado.

Fiscal Impact/Change to Net County Cost:
The County will receive revenue of $1,000 for granting the easements.
 
Background:
The County owns APN 331-171-23, which is located in the Townsite of El Dorado in the County of El Dorado.  
 
Reason for Recommendation:
The State of California Department of Transportation (Caltrans) currently has a drainage improvement project on State Route 49 (also known as Pleasant Valley Road) through the Townsite of El Dorado.  Caltrans is proposing to acquire a permanent drainage easement consisting of 206 square feet, which would be granted by the County of El Dorado to the State of California.  Caltrans is also proposing to acquire a temporary construction easement parallel to the drainage easement, consisting of 43 square feet.  The easement area will be utilized for the construction of a new drainage inlet (24 inch culvert) which will be connected to an existing 12 inch pipe along with minor grading within the new easement for drainage purposes.  
 
The Department of Transportation (Department) reviewed the information and offer package provided by Caltrans and concluded that the construction improvements proposed by Caltrans will not have any negative effect on the subject parcel, and that the nominal compensation being offered is acceptable.
 
Action to be taken following Board approval:
1. The Clerk of the Board will obtain the Chair's notarized signature on the Right of Way Contract - State Highway Contract.
2. The Clerk of the Board will obtain the Chair's notarized signature on the Easement Deed.
3. The Clerk of the Board will obtain the Chair's notarized signature on the Temporary Easement Deed.
4. The Clerk of the Board will return the original documents to the Department for final processing and transmittal to Caltrans.
 
Action to be taken by the Department following Board approval:
Upon receiving the fully executed documents from Caltrans, the Department will forward the documents to the Clerk of the Board for its files.
