Background:

On April 26, 2011, the Air Quality Management District (AQMD) Board of Directors approved Agreement for Services 483-M1111, a Memorandum of Understanding with the Sacramento Metropolitan Air Quality Management District (SMAQMD) for professional and technical review of the AQMD functions, processes, and procedures. The SMAQMD Board of Directors approved the Memorandum of Understanding on May 26, 2011, and Sacramento staff began assisting the County AQMD. However, the Executive Director and District Counsel for SMAQMD were not able to sign the Memorandum until June 23, 2011.

On August 23, 2011, the AQMD Board of Directors approved Amendment I to Agreement for Services 483-M1111, which clarified the effective date of the Agreement to be May 26, 2011. This allowed the SMAQMD to receive payment for services rendered between May 26 and June 23, 2011.

As originally drafted, the Agreement Administrator is the Air Pollution Control Officer. Since the execution of the Agreement, Dave Johnston has been appointed the Air Pollution Control Officer for the County AQMD.
