Fiscal Impact/Change to Net County Cost:  In the past $10,000 in OHV In-Lieu fees have been available as a County match for these grant funds.  If the Department is successful in receiving the full amount of grant funding, the remaining $18,163 may need to be funded with General Fund.  If there is sufficient fund balance within the OHV In-Lieu account, the Board could decide to fund 100% of the match from those funds.  However, this would be one-time in nature as there is not enough funding within the OHV account to sustain this on an annual basis.  Once the Department receives notification of the grant award amount, if the 25% match exceeds $10,000, the Department will return to the Board with funding options for the remaining match amount.

Background: The Sheriff's Office has received this grant funding since 2008.  This funding allows for patrols on the Rubicon Trail to address several issues over the years which enhanced law enforcement has mitigated.  For a period of time the Rubicon Trail was not a family friendly environment; however, due to increased County presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.

Reason for Recommendation:  Adoption of the resolution is required for the grant application. Continuation of this grant will allow for law enforcement on the trail which is vital to public safety and to the environment.  This funding provides for the continued activity and patrols on the trail.

Action to be taken following Board approval:
1)  Preliminary application was submitted on March 1, 2012
2)  Final applications will be submitted no later than May 7, 2012
3)  Sheriff's Office will return to the Board with a project agreement if successful
