Title: Health and Human Services Agency recommending the Board authorize the Chair to sign non-financial Operational Agreement No. 366-O1211 with New Morning Youth and Family Services, setting forth the roles of both parties to ensure the continuing provision of the maximum assistance available to youth residing in the County who are in at-risk environments. Fiscal Impact/Change to Net County Cost:  No change.  Non-financial Operational Agreement
Termination:  The Operational Agreement includes a provision allowing either party to terminate the contract without cause with seven (7) days written notice.
 
Reason For Recommendation:  An Operational Agreement is necessary between the Health and Human Services Agency's Community Services, Mental Health, Public Health, and Social Services Divisions (HHSA) and New Morning Youth and Family Services in order to allow NMYFS access to federal and state revenue sources through various competitive processes as well as to set forth the roles and responsibilities of each party in furthering the mutual goal of continuing to provide the maximum assistance available to youth residing in the County who are in at-risk environments.  NMYFS works with HHSA to ensure timely referrals and client access to critical and necessary services, which includes child and teen counseling, school-based counseling, and 24-hour emergency youth shelter services.  MOU 366-O1211 is effective upon execution and shall continue until terminated.  This MOU  includes all Health and Human Services Agency divisions that partner or work with NMYFS and, upon execution, will replace prior MOU 134-M1111.  There are no costs associated with this Operational Agreement.
Action To Be Taken Following Board Approval:
1) Chair to sign two (2) originals of Operational Agreement 366-O1211.
2) Board Clerk's Office to return one (1) original Operational Agreement 366-O1211 to HHSA at Briw Road.
3) HHSA to distribute as appropriate.
