Background:
On January 24, 2012 the board voted to deny the License Agreement in its current form and submit a counter-proposal that limits excursion rail in El Dorado County to only operate between Shingle Springs to Missouri Flat.
 
On February 13,2012, the SPTC JPA voted to make a compromise proposal to El Dorado County that, in addition to the Shingle Springs segment, licensed rail operations within El Dorado County to include the segment from the Sacramento/El Dorado County line to, but not crossing, Latrobe road (MP126) on the western end of the El Dorado County corridor.
 
On April 19, the SPTC JPA presented the compromise propsal to the Parks and Recreation Commission in a joint meeting with the Trails Advisory Committee and the SPTC Oversight Committee.  No action was taken at that meeting.
 
The compromise proposal is attached.
 
Action to be taken following Board approval:
1) Staff will notify JPA regarding the Board's action.
