Reason for Recommendation:
The Contract for the White Rock Road Widening and Signalization Project (Project) near El Dorado Hills was approved by the Board on October 5, 2010.  The Project was completed on April 3, 2012.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period, return of retention monies and the one-year time frame for releasing the Payment and Performance Bonds to the Surety.
 
The budget for direct construction costs for this Project, as reflected in the Department of Transportation's (Department) 2010 Capital Improvement Program, was $1,000,000.  The original low bid price of this Project was $358,358.00.  The total estimated direct construction cost of this Project is as follows:
 
Estimated Construction Contract Item Cost            $356,968.00
Estimated Contract Change Orders                  $341,604.02   
Estimated Final Cost of Construction Contract      $698,572.02
 
The final costs listed above are estimates.  The Department will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed the Department's allocated authority will be brought back for Board review and approval in a subsequent agenda item.
 
Major Contract Change Orders on this Project dealt with adding a traffic signal system at the intersection of White Rock Road and Post Street, requiring the Contractor to provide the traffic signal controller and controller cabinet for the signal at White Rock Road and Windfield Way, revising the median curbs at White Rock Road and Windfield Way, restriping a portion of White Rock Road, and adding metal beam guard rail to the box culvert over Dusty Creek.
 
Action to be taken following Board approval:
1. The Chair will sign the Notice of Acceptance.
2. The Acting Clerk of the Board will send the Notice of Acceptance to the Recorder-Clerk's Office for recordation within ten (10) days of the Chair's signature and then forward a copy of the recorded Notice of Acceptance to the Department.
3. The Acting Clerk of the Board will release the Payment and Performance Bonds to the Surety upon notification from the Department.
 
Action to be taken by the Department following Board approval:
One year after the recordation of the Notice of Acceptance, the Department will verify that all warranty work, if any, has been satisfactorily completed and will notify the Acting Clerk of the Board in writing to release the Bonds.
