Fiscal Impact/Change to Net County Cost
Funding for this Agreement for the first year is available in the FY 2010 Homeland Security Grant and the remainder will be out of the FY 2011 Homeland Security grants. As a result, there is no change to Net County Cost. Total Estimated Cost: $59,300.

It is anticipated that this agreement will be funded in future years by Homeland Security funding.

Background
In December 2008, the Sheriff’s Office purchased a Reverse 911 system with Homeland Security Grant funds, and installed the system, to be used countywide, at the South Lake Tahoe Airport under the management of the City of South Lake Tahoe. Since that time, the No Host phone service that was being used, has undergone numerous breakdowns during emergency events. The need for service that is reliable and effective is critical to emergency management within the County. The Sheriff’s Office researched and found that Cassidian Communication’s hosted service is reliable and best meets our needs.

Reason for Recommendation
Approval of this Agreement will allow the Sheriff’s Office to enter into an agreement with Cassidian Communications to provide reliable, hosted, online service for the countywide Reverse 911 system.
