Fiscal Impact/Change to Net County Cost
This agreement allows for reimbursement from Shasta County to house inmates thus generating additional revenue for El Dorado County.

Reason for Recommendation
Assembly Bill (AB) 109, titled “2011 Realignment Legislation Addressing Public Safety” was signed by the Governor on April 4, 2011. In summary, AB109 “realigns” numerous responsibilities concerning adult felony offenders to the counties, including specifying local jail custody instead of state prison for certain offenders.
As a result, many counties throughout the state, including Shasta County, do not have sufficient capacity in their jails to house additional offenders, which prior to AB109, were housed in state prisons. El Dorado County currently has sufficient space to house Shasta County prisoners. By doing so, Shasta County will reimburse El Dorado County for expenses associated with the prisoners, generating additional revenue for El Dorado County. The fund will also be used to fund activities in the furtherance of replacing the Sheriff’s Headquarters facility, included but not limited to a Sheriff’s Office operational assessment, facility study, Site development study, preliminary design, and a needs assessment study."

Action(s) to be taken following Board approval
1) Clerk will obtain signature of Chair and route original to Sheriff's Office for processing.
2) The Sheriff's Office, CAO's Office and Auditor's Office will work cooperatively to determine the method of securing the revenue which will allow the funds to be used as referenced in the Reason for Recommendation above.
