Fiscal Impact/Change to Net County Cost
No change to Net County Cost. Sufficient appropriations have been included in the Fiscal Year (FY) 2012-13 budget to cover these expenses for services that were provided in FY 2011-12.
Background
In accordance with Welfare and Institutions Code Section 4100, et seq., the California Department of Mental Health and its successor the California Department of State Hospitals have jurisdiction over state hospitals for the provision of services to persons with severe mental disorders that have not responded to treatment at lower levels of mental health care. These services include inpatient psychiatric health care, treatment, and support services for County residents referred by HHSA who have mental, emotional, or behavioral disorders that cannot be treated at the local level.
On May 10, 2012, the Health and Human Services Agency, Mental Health Division ("HHSA") requested emergency inpatient psychiatric health care services ("State hospital beds") from the California Department of Mental Health ("DMH") for a County resident with severe mental disorders who could not be treated at the local level.
At the time of this request, El Dorado County did not have an agreement in place with DMH. Subsequently, an agreement from DMH (EDC 626-S1210) was received on June 9, 2012 with a retroactive term of May 14, 2012 to June 30, 2012 and a not-to-exceed amount of $24,155. Upon receipt, HHSA immediately initiated the required internal development reviews, obtained the Purchasing Agent's signature, and returned the agreement to DMH for counter-execution, at which time DMH notified HHSA that a Resolution from the Board of Supervisors allowing HHSA's purchase of State hospital beds was required prior to DMH's execution of said agreement.
Reason for Recommendation
Approval of Resolution _______ will allow DMH to execute the agreement for services that were provided during the period of May 14, 2012 to June 30, 2012, as well as authorize El Dorado County to enter into future contracts with DMH/California Department of State Hospitals for the provision of State hospital beds for El Dorado County residents with severe mental disorders on an "as needed" basis.

2) HHSA to submit one (1) copy of certified Resolution _______ to the California Department of Mental Health/California Department of State Hospitals
