Fiscal Impact/Change to Net County Cost: Funding is included in the fiscal year 2012-13 budget. There is no change to Net County Cost.
 
Background:  During the Board Meeting of August 14, 2012, item number 19, the Board directed Facility staff to move forward with negotiating an agreement with a consultant to provide a comprehensive facility site condition assessment study.
Reason for Recommendation: Under the proposed Agreement, Vanir Construction Management will meet with the County Facility representatives as required for information gathering of the selected facilities. Consultant shall collect data and records of recent major maintenance, hazmat reports, ADA assessments studies etc. as well as conduct interviews with County maintenance personnel.  The Consultant's assessment teams will also perform site visits at each facility.  Each site visit shall include investigation of the condition of the building systems and documented findings, including the remaining useful life of each system, shall be reported to County Facility staff.  
 
County Facility Staff will utilize this comprehensive study in developing short and long term facility plans.  The study will also provide improved project effectiveness as it will allow for a proactive approach to issues within County facilities.   
 
The Department requests the Board make findings pursuant to Article II, Section 210b (6) of the El Dorado County Charter that independent contractors can more economically and feasibly perform the work under this agreement than County employees.
Action to be taken following Board approval: Agreement 199-S1311 will be signed by the Board Chair and one original will be forwarded to the Department for further processing.
