There is no change in Net County Cost. Funding is provided from STIP - State Transportation Improvement Plan, MC&FP - Master Circulation and Funding Plan (Missouri Flat), Traffic Impact Fees, and Road Fund.
Background
DOT is requesting approval to rehire Don Haynes as an extra-help Associate Land Surveyor at Step 5 of the salary range for the classification.  Mr. Haynes' assistance is required for approximately one hundred and sixty hours during November and December of this year as necessary to complete survey work and sign the Record of Survey for the US 50 Missouri Flat Interchange Phase 1B project.
Mr. Haynes retired from permanent employment as an Associate Land Surveyor with the County on September 28, 2008.  He worked in an extra-help capacity in the same position from October 15, 2008, to December 31, 2009.  During his permanent and extra-help assignments, he performed work under his surveyor's license on the Missouri Flat Phase 1B project.  DOT is preparing to complete the survey work and sign the Record of Survey as the project draws to a conclusion.  Steps needed to complete the survey-related work include re-mapping some portions of the project (complicated by the addition of the bike path in the late stages of the project), final mapping, setting of monuments, and signing the Record of Survey. Mr. Haynes has continued to keep his surveyor's license current.
If DOT's current licensed surveyor completes the work and signs the Record of Survey, it will be necessary to review and recreate some of the work already completed by Mr. Haynes.  This will involve six to eight weeks of the surveyor's time, and approximately three weeks of crew time.  The estimated cost for this additional work is  $78,000. Since Mr. Haynes was the original surveyor, it would be more efficient and cost effective to have him complete the survey work and sign the Record of Survey and avoid the additional cost required for staff to perform the work.
 
In addition, if the County does not rehire Mr. Haynes to complete the survey work and sign the Record of Survey, survey work on other projects will be delayed due to the need for the surveyor and crew to devote time exclusively to the US 50 Missouri Flat Interchange Phase 1B project.  
 
Reason for Recommendation
Mr. Haynes retired from employment at Step 5 of the Associate Land Surveyor classification and was re-hired at Step 5 as an extra-help employee in 2008.  DOT is requesting to hire Mr. Haynes as Associate Land Surveyor at Step 5 of the classification one again due to the benefit and cost savings that will be realized through his experience and qualifications to complete the work.

DOT will rehire Mr. Haynes as an extra-help employee at Step 5 of the Associate Land Surveyor classification.
