Fiscal Impact/Change to Net County Cost
Funding is included in the fiscal year 2012-13 Fleet Operations Internal Service Fund budget and will be included in future budgets covered by the term of this Agreement.  There is no change to Net County Cost.
Reason for Recommendation
Under the proposed Agreement, Five Star Automotive will furnish materials, supplies, parts, equipment, personnel, subcontractors and services necessary to provide automotive repair and maintenance services for County fleet vehicles in the South Lake Tahoe basin.  Details of the work will include preventive maintenance; tune-ups; engine overhauls; smog inspections; windshield and glass repairs or replacements; tire mounting, installation, balancing, studding and repairs; alignments; minor body repairs; and maintenance and repair of brakes, air conditioning systems, electrical systems, suspension systems, engine cooling systems, transmissions and clutches.
The Agreement is necessary to repair and maintain vehicles in the South Lake Tahoe basin for the Fleet Services Unit.  Although most of the services provided under this Agreement involve bargaining unit work, the County does not have an adequate automotive servicing facility in the South Lake Tahoe basin.  Five Star Automotive has the ability to perform the necessary work and maintains the requisite repair bays, lifts, tools and specialized equipment to service fleet vehicles in the basin.  Additionally, Five Star Automotive also provides storage space for County vehicles awaiting repairs and maintenance, thus alleviating parking and storage problems especially during the winter months at County-operated facilities.  The amount of this Agreement includes all costs associated with the maintenance and repair of vehicles including parts, materials, supplies, equipment and labor.  
 
Transportation staff requests the Board make findings pursuant to Article II, Section 210b (6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.  
 
The Procurement and Contracts Division has been informed of the proposed Agreement in accordance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10. The Procurement and Contracts Division recommends that Transportation staff analyze the feasibility of entering into a competitive process and/or utilization of other vendors for the services provided under this Agreement during the next year in preparation for the entering into future contracts for these services.
Human Resources has been informed of this proposed Agreement and provided approval on January 18, 2013.
Action(s) to be taken following Board approval
The Board Chair will sign both originals of Agreement 389-S1311 and return one to Transportation for further processing.
