Background
 
The California Department of Justice provides criminal history information available through the California Law Enforcement Telecommunications System (CLETS).  In order for the El Dorado County Probation Department to access such information related to official probation activities, the Department must enter into a subscriber agreement per Section 15165 of the Government Code.  Entering into such an agreement assures the agency will conform to the operating policies and regulations of the California Department of Justice (CA DOJ) and the Federal Bureau of Investigation (FBI) Criminal Justice Information System (CJIS).  
 
In addition to CLETS, the Probation Department, pursuant to California Penal Code (PC) Section 290.022, the California Sex and Arson Registry (CSAR), utilizes CSAR to obtain information on sex/and or arson registrants for investigations, tracking or monitoring purposes.  In order to access such information, the agency must enter into a user agreement with the California Department of Justice to ensure conformance with all rules and policies established for the CSAR Web Interface.     
 
The nature of all forms included in this request is for security and compliance purposes only.  They are to ensure the agency is in compliance with regards to data security, confidentiality and training.   
      
Reason for Recommendation
Approval and submission of these forms is required for the Probation Department to receive essential criminal history information related to official probation activities.  
 
Action(s) to be taken following Board approval
Chief Probation Officer will sign all four forms and submit to the California Department of Justice.
