Title
Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Authorize the Chair to sign non-standard funding Agreement 456-F1311 with California Department of Health Care Services to reimburse the County for Medi-Cal eligible services provided to clients with mental illness. This Agreement has a term from May 1, 2013 through June 30, 2018; and
2) Authorize the Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management that do not affect the maximum dollar amount or the term.
FUNDING: Local Realignment 2011 (Medi-Cal) and Federal Financial Participation.

Background
Welfare and Institutions (W&I) Code Section 5897 directs the State to implement the mental health services defined in the W&I Code Section 5800 (Adult and Older Adult Mental Health System of Care Act), Section 5840 (Prevention and Early Intervention Programs), and Section 5850 (The Children's Mental Health Services Act) through contracts with county mental health programs or with counties acting jointly.
Reason for Recommendation
This Agreement establishes the County as the Mental Health Plan, providing the required services to the residents of the County of El Dorado, as well as provides funding for the County to provide mental health services for Medi-Cal eligible clients.
Action(s) to be taken following Board approval
1. Chair to sign three (3) original Agreements 456-F1311.
2. Board Clerk's Office to return all signed originals to the Health and Human Services Agency (HHSA) at 3057 Briw Road, Suite A.
3. HHSA to submit signed originals to California Department of Health Care Services for final execution.
4. HHSA to submit fully executed original to the Board Clerk's Office upon receipt.
5. Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management that do not affect the maximum dollar amount or the term.
