Fiscal Impact/Change to Net County Cost
There is no fiscal impact associated with making changes to the zone of benefit advisory committees.
Reason for Recommendation
The Policy and Procedure Guidelines for the Creation and Administration of Zone of Benefit within County Services Areas provide that an Advisory Committee may be appointed to serve at the pleasure of the Board. The purpose of the Advisory Committee is to periodically meet with property owners and residents within the zone of benefit to identify unmet service needs, evaluate the adequacy of the services provided, compile the annual budget for recommendation to the Board, and address other matters pertaining to the zone of benefit.  Zone of Benefit Advisory Committees are required to comply with all state laws and County policies related to open meetings. There are currently thirty-three Advisory Committees for zones of benefit within the County, two in County Service Area No. 2 and thirty-one in County Service Area No. 9.
Each Advisory Committee is required to meet at least four times per year. One of the four meetings is a general meeting of all interested property owners and residents. Since the inception of the zone of benefit program, the Advisory Committees have made recommendations to the Board regarding changes to the Advisory Committee membership based on consensus of property owners and residents in attendance at the general meeting. The property owners and residents determine the number of Advisory Committee members to recommend to the Board for appointment, which may vary from zone to zone and from year to year.
With the submission of their recommended budgets and work plans, ten of the thirty-one Advisory Committees for zones of benefit within County Service Area No. 9 and one of the Advisory Committees for zones of benefit within County Service area No. 2 included changes to their memberships. Minutes from the general meetings for each zone reflect the recommended changes to the Advisory Committees as shown on Exhibit A, Zone of Benefit Advisory Committee Changes.  A list of the Advisory Committee participants who will be continuing their participation is incorporated in Exhibit B.
Subsequent to the Board approving the Advisory Committee changes and confirming appointments of Advisory Committee members who will be continuing their participation on zone of benefit Advisory Committees, Transportation will compile the current Advisory Committee Roster and provide a copy to the office of the Board for reference.
 
Action(s) to be taken by Transportation following Board approval
1.   Prepare a roster of current Advisory Committee Participants and forward a copy to office of the Board for reference;
2.   Notify newly appointed individual Advisory Committee participants of their appointment, and continuing Advisory Committee participants of their confirmation by the Board;
3.   Provide each new committee member a copy of the El Dorado County Department of Transporation Zone of Benefit Advisory Committee Manual, which describes his/her responsibilities and applicable policies, procedures and regulations; and
4.   Provide a training session for all Advisory Committee members to provide information regarding their roles and responsibilities, and policies and regulations applicable to the zones of benefit.
