Transportation recommending the Board authorize the Department to proceed with ordering and payment of title reports and certified appraisals to commence the acquisition process for the Cold Springs Road Realignment Project, CIP No. 73360, affecting portions of the following subject parcels:
1) APN 089-060-23, Gary W. Ritz and Wendy M. Ritz;
2) APN 321-230-06, Joseph Thomas Sexton, Jr. and Lisa Sexton;
3) APN 089-060-01, Linda E. Shoemake, Marilyn J. Gastaldi, Polly Ann Gastaldi, Sonia M. Gastaldi-Ward, and Joseph Gastaldi; and
4) APN 321-050-02, Lilia L. Harding.
FUNDING: Highway Safety Improvement Program Funds and Regional Surface Transportation Program Exchange Funds.

Funding for this portion of the acquisition process will be provided by Highway Safety Improvement Program funds and Regional Surface Transportation Program Exchange funds.
Background
The Cold Springs Road Realignment Project (Project) is currently in the design phase to widen two high-risk segments of Cold Springs Road just north and south of Mount Shasta Lane and from Skyview Lane to Fox Print Court in Placerville. A 400-foot stretch of road between the two segments of Cold Springs Road will not be modified as part of this Project. Segment 1 extends approximately 1,100 feet from Skyview Lane north to Fox Print Court. Segment 2 extends approximately 1,130 feet and is located 600 feet north of the intersection of Cold Springs Road and Mt. Shasta Lane.
The Project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). CEQA covers both segments and was approved by the Board on November 13, 2012. The NEPA for Segment 1 is currently underway. The NEPA Categorical Exclusion for Segment 2 was approved by Caltrans on February 8, 2013. Construction is anticipated to begin in summer 2014.
Reason for Recommendation
The research of all potentially affected parcels and the acquisitions of portions of the subject parcels are necessary from the subject property owners to enable the construction of the Project improvements. In order for Transportation to research title document records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the acquisition process, including ordering and payment of title reports and obtaining certified appraisals of the land rights to be acquired.

Transportation will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
