Background
On March 9, 2010, the Board of Supervisors signed a letter of support to the Corporation for Education Network Initiative in California (CENIC) for American Recover and Reinvestment Act (ARRA) funding to create a 1,371 mile fiber backbone network through 18 Central Valley Counties, including El Dorado County. The grant was subsequently awarded on August 1, 2010 to provide multi-wavelength fiber optics network infrastructure through the 18 counties to community anchor institutions.
Reason for Recommendation
As an identified "community anchor institution", the El Dorado County Library will be provided access to the California Research and Education Network (CalREN), a high-capacity, high-bandwidth Internet network to which the vast majority of the state's K-20 educational institutions are connected. Agreement 557-O1311 will allow CVIN LLC to install a Site Connection Fiber Optics Path adjacent to an existing County vault and to utlize the County's existing conduit to install fiber to the El Dorado County Government Center. Agreement 558-S1310 will allow CENIC to connect the Library to the California Research and Education Network (CalREN) for a period of three years without charge to the county. After the three years, the network will continue at a discounted rate.
