Sheriff’s Office recommending the Board authorize the Chair to sign the perpetual Memorandum of Understanding with the Sacramento County Sheriff’s Department for use of their Business Systems applications, programs, software or network for law enforcement purposes for an annual licensing cost of $4,000.
FUNDING: First year license fee cost will be from FY 2012 Homeland Security Grant funds, and following years from Sheriff’s Office operating budgets.

Background
Sacramento County has put in place computer Business Systems for the purpose of law enforcement. These systems have access to confidential criminal records, Department of Motor Vehicle records, or other criminal justice information which is controlled by statute. The sharing of this information is mutually beneficial to both Sacramento County and El Dorado County because it allows for the exchange of information that can assist both agencies in their law enforcement efforts.
Therefore, an MOU has been developed to set forth the terms and conditions of this partnership between the two Counties for use of the technological information already in use. The costs to El Dorado County are annual license fees of approximately $4,000.
Reason for Recommendation
Adoption of this MOU will allow the El Dorado County Sheriff’s Office to share criminal investigation information with Sacramento County for the mutual benefit of both jurisdictions.
