Health and Human Services Agency, Community Services Division, recommending the Board consider the following:
1) Authorize the Chair to sign Agreement 059-O1410 with the County of Marin, as Host Entity, for the term July 1, 2013 through June 30, 2015 thereby enabling El Dorado County to participate in and receive federal revenues for Medi-Cal Administrative Activities (MAA) and Targeted Case Management (TCM) services; and
2) Authorize the Director or the Assistant Director of Administration and Finance of the Health and Human Services Agency, or their successors, to execute documents related to said Agreement, including amendments thereto contingent upon approval by County Counsel and Risk Management, that do not affect the term.
FUNDING: Federal Medicaid Funds.

Fiscal Impact/Change to Net County Cost
No change. Marin County, as the State-designated MAA/TCM Host Entity, is entitled to receive an annual participation fee, which covers program administrative costs and is determined annually on a usage-based sliding scale. The annual MAA/TCM Participation Fee is estimated at $8,000 per fiscal year, will be paid from existing program revenues, and is included in the Agency FY 2013/14 Recommended Budget.
Reason for Recommendation
El Dorado County participates in the federal Medi-Cal Administrative Activities/Targeted Case Management (MAA/TCM) Program. The California Department of Health Care Services (DHCS) administers the Program and requires all counties to contract with one "host" entity, which is Marin County, in order to participate in and receive revenues under the MAA/TCM Program. The Health and Human Services Agency acts as the El Dorado County liaison for receipt of MAA/TCM revenues. Agreement 059-O1410 is effective upon full execution for the term July 1, 2013 through June 30, 2015.
Action(s) to be taken following Board approval
1. Board Clerk to provide Health and Human Services Agency at Briw Road with two (2) copies of Agreement 059-O1410 signed by the Chair.
2. Health and Human Services to distribute as appropriate and return one fully executed Agreement to the Board Clerk.
