Probation Department recommending the Board authorize the Chair to sign the following agreements that allow for placement of juveniles of said counties in County of El Dorado Juvenile Detention Facilities (JDFs) on a "space-available" rate of $120 per day/per bed and/or a "space-reserved" rate of $100 per day/per bed:
1) County of Alpine No. 600-S1211;
2) County of Amador No. 601-S1211;
3) County of Calaveras No. 602-S1211 and No. 434-F1311;
4) County of Placer No. 603-S1211; and
5) Approve continuation of the perpetual agreement with County of Amador No. 781-S0711
FUNDING: Revenue from Inter-County agreements.

Fiscal Impact/Change to Net County Cost
No fiscal impact or change to net county cost, the Probation Department has anticipated this revenue in their 2013/14 proposed budget.
Background
The County of El Dorado has established two JDFs, Juvenile Hall in Placerville and Juvenile Treatment Center in South Lake Tahoe, for the temporary or long-term commitment of minors detained in accordance with the provisions of the California Welfare and Institutions Code.
Since 2004 the County of El Dorado has had Inter-County contracts in place to allow juvenile wards of contracted counties placement in the JDFs of El Dorado; placement is available to the extent that such accommodations may exist and/or on a space reserved basis, with some counties executing both types of agreements.
Reason for Recommendation
Pursuant to Board of Supervisors Policy C-17, Procurement Policy, Section 4.5, Contract Term, "Departments must obtain authorization from the Board of Supervisors, initially, and on an annual basis, to utilize any contract that does not have a stated contract term." Following execution, all the above mentioned agreements will be perpetual in relation to the term and shall be presented to the Board on an annual basis.
The revised Inter-County agreements that are based on "space-available" beds (Nos. 600-S1211, 601-S1211, 602-S1211, and 603-S1211) reflect a rate increase from $100 per day/per bed to $120 per day/per bed.

1. Chair to sign two (2) originals of the following Agreements: No. 600-S1211,
No. 601-S1211, No. 602-S1211, and No. 434-F1311.
2. Chair to sign three (3) originals of Agreement No No.603-S1211.
3. Board Clerk to return one (1) signed original of Agreements: No. 600-S1211,
No. 601-S1211, No. 602-S1211; and No. 434-F1311;
and return two (2) signed originals of Agreement No. 603-S1211
to Probation at 3974 Durock Rd, STE 205, Shingle Springs.
4. No action required on perpetual agreement No. 781-S0711,

5. Probation to distribute executed agreements.
