Background
First 5 El Dorado has contracted with the Library over the last six years to provide early literacy services and programs to over 2,000 children and their caregivers at all six library branches, as well as outreach services to early childhood education sites, medical clinics and offices and other community sites. With First 5 funding, Library staff have developed a variety of effective age-appropriate early literacy classes, known as Ready to Read @ the Library, that have successfully helped the library achieve its mission to promote literacy and education.

Reason for Recommendation
This agreement continues the Ready to Read @ the Library program. The FY 2013-14 Recommended Budget anticipated $212,500 in First 5 funding for the Library. Funding will provide four 0.7 FTE permanent Early Childhood Literacy Specialists for the libraries in El Dorado Hills, Cameron Park, Placerville and South Lake Tahoe as well as part-time employees. Books and supplies are also provided by the grant funding.

Action(s) to be taken following Board approval
1) Clerk of the Board will obtain signature of Chair and return one (1) original to the Library for routing to First 5 El Dorado.
2) Library to implement First 5 early literacy programming.
