Fiscal Impact/Change to Net County Cost
Funding in the amount of $30,000 will be included in the Fiscal Year 13/14 budget addenda and will be provided by 2004 General Plan Highway 50 Traffic Impact Mitigation Fees and 2004 General Plan Traffic Impact Mitigation Fees.  The Transportation Division (Division) will provide a deposit of $30,000 to the State of California Department of Transportation (Caltrans) upon execution of the Agreement.  The $30,000 is an estimate and the Division will be required to fund actual costs.  In the past, the Division was not required to pay Caltrans for its review and approval of the Project Study Report - Project Report (PSR/PR); however, Caltrans now requires compensation for these services.  Therefore, the $30,000 needed to fund this project study report was not included in the Transportation Division's 2013 Capital Improvement Program (CIP).  
 
Background
The U.S. 50/Ponderosa Rd/So. Shingle Rd Interchange Improvements Project (Project) provides capacity improvements to the interchange, including a detailed study to identify a preferred alternative.  The Project includes the widening of the existing US 50 overcrossing to accommodate five lanes, realignment and widening of the ramps, and adjacent roads to improve traffic operations.  This project planning process was initiated in 2007 and is approximately eighty percent complete with planning and environmental documents.
 
Reason for Recommendation
The Transportation Division is recommending approval and execution of this Cooperative Agreement (Agreement) with Caltrans to assist in meeting the goal of delivering the Project.  The Agreement defines the obligations of both the County and Caltrans regarding review and approval of the PSR/PR, the preparation of the Project Initiation Document (PID), California Environmental Quality Act (CEQA) documents, National Environmental Policy Act (NEPA) documents and Project funding.  
 
Action(s) to be taken following Board approval
1. The Chair will sign the four (4) originals of the Agreement.
2. The Clerk of the Board will forward four (4) originals of the partially executed Agreement to Division to send to Caltrans for its approval and signature.
3. Upon receipt of the fully executed original Agreement from Caltrans, Division will forward the original to the Clerk of the Board for its files.
