Fiscal Impact/Change to Net County Cost:
There is no Net County Cost associated with this Amendment I to Agreement for Services 294-S1211.  Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.
 
Background:  
The Health and Human Services Agency ("HHSA") has contracted with Teresa McIntyre-Harlow, Ph.D, since 2009.  
      
Agreement for Services 294-S1211 with Teresa McIntyre-Harlow, Ph.D. was executed by the Board of Supervisors on January 10, 2012 with a maximum not-to-exceed compensation of $100,000 for a three-year term that began on January 27, 2012.  
 
The provision of therapeutic counseling and related services continues to prove to be a successful tool to assist families who are clients of the County of El Dorado Health and Human Services Agency ("HHSA") Child Protective Services ("CPS") program to reunify with their families.  HHSA maintains agreements with multiple local vendors for the provision of therapeutic counseling and therapeutic visitation services to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary services from the most appropriate and conveniently located vendor.  Choice of vendor is based on the specific needs of each individual HHSA client.
 
Reason for Recommendation:
Pursuant to Welfare and Institutions Code Sections 16501-16508, the County of El Dorado HHSA is required to provide counseling and substance abuse services that promote reunification of children and families that are being served by the HHSA CPS Program.  
 
The services Ms. McIntyre-Harlow offers have proven to be a successful tool for CPS caseworkers and clients alike and, as a result, their use has outpaced the compensation originally set for this particular agreement.  Ms. McIntyre-Harlow is now also offering psychological evaluations on an "as requested" basis for clients referred by HHSA and the addition of these services will present a continuity of care for clients and, ultimately, will benefit the client in meeting all CPS case plan requirements.  
 
Action to be taken following board approval:
1) Chair to sign two (2) originals of Amendment I to Agreement for Services 294-S1211.
2) Board Clerk's Office to return one (1) original Amendment to the HHSA Contracts Unit at Briw Road.
3) HHSA to distribute as appropriate.
