Fiscal Impact/Change to Net County Cost
There will be no fiscal impact or change to Net County Cost as all contract expenditures will be funded through the AB 109 (SB 87 Section 300029) Realignment Planning/Development Funds.
 
Background
An appropriation from the State was established to help cover counties' cost with hiring, retention, training, data improvements, contracting costs, and capacity planning pursuant to each county's approved plan to implement AB 109 (SB 87 Section 300029).  This funding was identified in the 2011 Community Corrections Partnership's Implementation Plan (CCIP) that was presented to the Board of Supervisors September 26, 2011, #11-0841.
 
El Dorado County received their allocation for AB 109 Realignment Planning/Development Funds; that funding will be utilized to provide a new multi-agency agreement for training services and curriculum for MRT provided by Correctional Counseling, Inc. Furthermore, a multi-year contract with a private consulting service to evaluate current criminal justice service agencies and outcomes is necessary to assist the CCP with future planning.
 
Reason for Recommendation
1.) Correctional Counseling, Inc. is able to supply the needed training and curriculum for El Dorado County, including, but not limited to, Probation, Sheriff's Office, and Health and Human Services staff to enable them to deliver Moral Reconation Therapy (MRT) effectively to identified client populations confined in the jail and/or on community supervision under the jurisdiction of the Probation Department.  The agreement with Correctional Counseling, Inc. will be for a three-year term anticipated to start November 1, 2013.
 
2.) A private consultant will provide a professional evaluation of the current criminal justice process in the county and provide recommendations to improve efficiencies within the existing system and/or processes. Further the consultant will assist with determining data issues and outcome measures for programming offered to offenders in the county. All information provided by the consulting service will provide the CCP with necessary information for further implementation of the 2011 Public Safety Realignment Plan.
 
Both contracts will be brought before the Board of Supervisors once completed as they are anticipated to exceed CAO signature authority.
 
Action(s) to be taken following Board approval
Procurement and Contracts to proceed with new multi-agency vendor contract for Correctional Counseling, Inc.  and with the assistance of CAO & Probation, start a multi-year contract with a professional consultant service.
