Title: Veteran Affairs Department recommending the Board consider the following: 1) Authorize the Chair to sign the California Department of Veteran Affairs County Subvention Program Certificate of Compliance and the Medi-Cal Cost Avoidance Program Certificate of Compliance for Fiscal Year 2013-2014 for participation in each of these programs; and 2) Authorize the County Veteran Services Officer to actively participate in the promotion of the California Veterans License Plate Program. Funding:  State Revenue.

Fiscal Impact/Change to Net County Cost
None. Veteran Affairs included a total of $30,177 in revenue relative to these programs in their Fiscal Year 2013-2014 budget. As a result, approval of this recommendation will not impact Net County Cost.
Background
The California Department of Veteran Affairs administers the following three revenue programs:
1) The County Subvention Program which reimburses counties for a portion of their administrative costs and for workload unit performed;
2) The Medi-Cal Cost Avoidance Program, which reimburses counties for activities of County Veteran Service Office staff that result in savings to the Medi-Cal program;
3) The Veterans Service Office Fund, which is created through the sale of the Veterans license plates.
Reason for Recommendation
Approval of this recommendation is required in order for El Dorado County to continue receiving funding through these programs.
Action(s) to be taken following Board approval
Board Chair to sign two copies of each Certificate of Compliance and the Clerk of the Board to return one copy to Veteran Affairs Department for distribution to the State.
