Fiscal Impact/Change to Net County Cost
There is no change to net County cost. The Community Development Agency, Transportation Division (Transportation), has included $200,000 in the FY 2013-14 Adopted Budget.  Funding for Agreement for Services No. 252-S1411 will be provided by developer funds from Time and Materials billings.
 
Background
The Procurement and Contracts Division completed a Request for Qualifications (RFQ) process for the Department in February 2011.  Dokken Engineering was ranked first on the list of firms qualified to provide services for Hydraulics and Hydraulic Engineering.
 
The Community Development Agency, Transportation Division (Transportation Division), utilizes the services of Dokken Engineering to augment staff.  Services include, but are not limited to: planning, design review and analysis of subdivision plans, including retaining walls, bridges and drainage, scour depth and fluvial studies in conformance with local and state engineering practices.  Some of the work under this Agreement can be classified as Bargaining Unit work; however, there are other specialty skills requiring Civil Engineers with experience in complex project design, including analysis and interpretation of plans and specifications relating to bridges and retaining walls, which are not expressly identified in County classifications.
Reason for Recommendation
The Transportation Division remains responsible to the mandates of the "California Subdivision Map Act 2012" to conduct timely plan reviews for commercial, multifamily, industrial, and parcel map plans within sixty (60) days of submittal of a completed application.  It is difficult, if not impossible, to anticipate the timing of these submittals.  Multiple submittals at one time are also possible.  Therefore, the Transportation Division requires the availability of on-call services to ensure that mandated timeframes are met.  County staff will be utilized to full capacity or the need for specialty skill sets prior to using the on-call services in this Agreement.
The work is sporadic in nature or requires a specialty skill set and must be accomplished in a short timeframe.  The addition of full-time staff is not warranted.
Action(s) to be taken following Board approval
1. The Clerk of the Board will obtain the Chair's signature on the two originals of the subject Agreement.
2. The Clerk of the Board will forward one original of the fully executed subject Agreement to Transportation for further processing.
