Funding for this portion of the acquisition process will be provided by Urban Regional Surface Transportation Program (URSTP) federal funds.
Background
The Francisco Drive Right Turn Lane Project (Project) is currently in the design phase to construct a right hand turn lane and bike facility on a segment of Francisco Drive, just north of El Dorado Hills Boulevard located in El Dorado Hills.    
 
The Project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  A CEQA Notice of Exemption was filed on April 5, 2013.  A NEPA Categorical Exclusion was approved by Caltrans on April 4, 2013.  Construction is anticipated to begin in summer 2014.
 
Reason for Recommendation
The research of all potentially affected parcels and the acquisition of a portion of the subject parcel from the El Dorado Hills Community Services District is necessary to enable the construction of the Project improvements.  In order for the Transportation Division (Transportation) to research title document records and prepare for negotiations with the subject parcel owner, Transportation is requesting authorization from the Board to proceed with the acquisition process, including ordering and payment of a preliminary title report and obtaining a certified appraisal of the land rights to be acquired on Assessor's Parcel Number 124-010-12.

Transportation will proceed with the acquisition process for the subject parcel referenced herein, including ordering and payment of a preliminary title report and obtaining a certified appraisal for the portion of the subject parcel necessary to construct the Project.
