The budget transfer will reduce General Fund Contingency by $18,500 and establish appropriations in Department 15 for the contribution to the City of Placerville for the temporary homeless day shelter.
Background
On November 12, 2013 the Placerville City Council denied a request to extend a Temporary Use Permit for the Hangtown Haven homeless encampment on Upper Broadway in Placerville. A coalition of local churches and non-profits have again teamed up to provide a nightly nomadic shelter accommodations to homeless persons during the winter months. As part of the transition of Hangtown Haven, the City has worked with Christlike Services at 7500 Green Valley Road to establish a temporary day shelter. The City estimates operating costs for the day shelter at $4,103 per month including propane, utilities, supplies, storage, trash, and part time supervision. The day shelter is permitted through March 31, 2014 and will be open to both City and County residents.
The addition of the day shelter will likely increase costs to the churches and non-profits supporting the nomadic shelter due to the increased transportation costs. In addition, the City and County staff have identified transportation for individual clients as a critical component of homeless services. Once at the day shelter, homeless clients may need access to public transportation to get to jobs, appointments, and access to other services. Finally, a surge in the number of homeless clients seeking access to the day or nomadic shelters could require the rental of additional facilities during the winter season.
Reason for Recommendation
The City is requesting that the County consider a contribution to the operation of the day shelter. The County contribution would be provided directly to the City, which would be responsible for utilizing the funds toward day shelter costs and other homeless services. Any additional costs would be assumed by the City and/or non-profits and churches.
Action(s) to be taken following Board approval
Chief Administrative Office to submit claim for payment to the Auditor-Controller for immediate processing.
