FUNDING:  Federal Title V, Title XIX, and State General Fund.  The funding source is Health Resources and Services Administration (HRSA) and administered through the California Department of Public Health.  The required County match will be met using Public Health Realignment funding.

Background
Enacted in 1935 as a part of the Social Security Act, the Title V Maternal and Child, Health Program ("MCH") is the Nation's oldest Federal-state partnership providing a foundation for ensuring the health of the Nation's mothers, women, children, and youth.  Title V, now known as the Block Grant Program, provides core funding to California's Maternal, Child, and Adolescent Health Program ("MCAH"). The MCAH funding has been received by El Dorado County for more than a decade to fund mandated services that are considered a core public health function.  Primary to the programs mandate is the development of local community systems that protect and improve the health of women of reproductive age, infants, children, adolescents and their families.  
 
State MCAH funding allocated to the County is administered by the Health and Human Services Agency, Public Health Division Nursing Section ("HHSA").  Services provided by HHSA include proactive and preventative public health nursing through community outreach activities, individual/group education and high risk perinatal/infant/child home visitation, and a toll-free line providing service referral information, as well as facilitation and coordination of specialty health care access.  In addition, there is a population/systems based assessment of the needs and strengths of the MCAH community within the County, including the development of the five-year MCAH Assessment Plan, to identify weaknesses in the system of care and to develop through community stakeholders proactive policy, best practices, and services to achieve the best outcomes at the community level.  If the funding is not accepted, it would result in a reduction in the assessement, identification, and education for community health needs resutling in a higher risk of domestic violence, tobacco use, substance abuse, injuries, childhood obesity, and poor dental health.  
 
Reason for Recommendation
Approval of the FY 2013-14 MCAH application for funds will allow the Health and Human Services Agency to continue to provide and maintain a Maternal, Child, and Adolescent Health Program in the County.  Approval of the attached Resolution will allow the HHSA Director's signature on the FY 2013-14 application and will allow the Director, subject to review and approval by County Counsel, to execute all other necessary applications and supporting documents required to apply for or secure additional MCAH funds for the County during the period of July 1, 2013 through June 30, 2018.
 
Action(s) to be taken following Board approval
1.  Board to adopt Resolution __________;
2.  Board Clerk to return a signed Resolution __________ to HHSA, Contracts Unit, at 3057 Briw Road, Suite A;
3.  HHSA Interim Director to sign the MCAH Agreement Funding Application; and
4.  HHSA to submit the originally signed MCAH Application documents.
