Supervisor Briggs recommending the Board authorize the Chair to submit a ballot selecting Humboldt County Supervisor Mark Lovelace as the County Supervisor Representative for Group 2 Counties on the County Medical Services Program (CMSP) Governing Board.
Body
In 1983, California law transferred responsibility for providing health care services for indigent adults to the counties. The law recognized that smaller, rural counties were not in a position to assume this responsibility; therefore, the law also provided that counties with a population of 300,000 or less could contract back with the State to provide health care services for indigent adults. The County Medical Services Program (CMSP) was created to provide the oversight and management of funds for indigent care services for adults in these rural communities. The County of El Dorado is one of the thirty-five rural and semi-rural CMSP member counties.

The CMSP Governing Board was established by California law in April 1995 to administer the CMSP program that provides health care services to indigent adults. The Governing Board has overall program and fiscal responsibility for CMSP, including responsibility to set program eligibility standards, define the scope of covered healthcare benefits, and to determine payment rates for healthcare providers delivering emergency and non-emergency services to CMSP members.

The CMSP Board is composed of eleven members. Ten members are county officials who are elected by the thirty-five participating CMSP counties. These county officials include three County Supervisors, three County Administrative Officers, two County Health Officials and two County Welfare Directors. One member of the Governing Board is an ex-officio, non-voting representative of the Secretary of the California Health and Human Services Agency.
