Background
The Tahoe Metropolitan Planning Organization (TMPO) intends to submit a Sustainable Communities Planning Grant and Incentives Program (Grant Program) application for its Project entitled "Lake Tahoe Sustainable Communities Program in Action" (Project).  One component of that Project is the Meyers Sustainable Mobility Plan (MSMP).  The MSMP will help El Dorado County (County) to implement the Meyers Area Plan by creating concept-level preferred design alternatives for the Meyers town center in South Lake Tahoe, CA. The TMPO is applying as the lead applicant for this Grant Program and the County will be a sub-applicant to the TMPO.  
 
The Grant Program is meant to foster the development of sustainable communities throughout California.  It is designed to help local governments meet the challenges of adopting land use plans and integrating strategies to transform communities and create long-term prosperity.  Sustainable communities shall promote equity, strengthen the economy, protect the environment, and promote healthy, safe communities.
 
The TMPO's Project proposes to: 1) promote infill development and restoration of sensitive lands by implementing the Regional Land Development Commodities Program; 2) create a Sustainable Mobility Plan for a town center; and 3) build community capacity to support and promote the Sustainability Action Plan and the Sustainable Communities Strategy. Each of these components represents an innovative, replicable model that can be used both inside and outside the Region.
 
The County is requesting $250,000 under the Grant Program in order to complete the Work Plan for the MSMP.  The County will commit either $25,000 of cash match, or $12,500 of cash match and $12,500 of in-kind match to meet the 10% cash and in-kind match requirement.  
 
Reason for Recommendation
Pursuant to the Board of Supervisor's Policy # A-5, the Community Development Agency, Long Range Planning, is requesting Board approval for a letter of commitment to the TMPO for its Sustainable Communities Planning Grant and Incentives Program application to fund the Meyers Sustainable Mobility Plan. Upon approval by the Board, the Community Development Agency - Tahoe Engineering Unit Office will send letter of commitment to the TMPO.
