Fiscal Impact/Change to Net County Cost
No change to fiscal impact as long as funding is available within the various departments' budgets that utilize State Contract #7-11-51-02 encumbered on BP20120488, currently purchasing approximately $50,000 per fiscal year against this contract.
 
Reason for Recommendation
Effective January 25, 2012 the California Department of General Services, Procurement Division announced the completion of an extensive initiative (Western States Contracting Alliance (WSCA)), aimed at providing state and local government with the opportunity to purchase facilities maintenance, lighting products, industrial supplies and tools under contracts awarded vie the competitive bidding process.  
 
The WSCA master pricing agreement remains in effect and is available for County procurement needs.  WSCA establishes cooperative contracts where participating states and local agencies join together in order to achieve cost-effective and efficient acquisition of maintenance products through volume purchasing.  All WSCA contracts have been competitively bid.  The use us the WSCA master pricing bid is in compliance with the County's requirements for utilizing other public agency contracts.  
 
CAO-Facilities and Community Development Agency have determined that the products offered under this contract are "top tier" products that meet the County's standards.  Expanding our authority to utilize products offered under this contract will provide the County with more facilities maintenance, lighting products, industrial supplies and tools choices and greater flexibility in meeting the County's maintenance needs at the lowest possible cost.
 
The County has been utilizing State Contract #7-11-51-02 since February 2012 with annual purchases of approximately $50,000 over the course of the two years the contact has been in use by the County.  
 
Action to be taken Following Approval:  Following Board approval, the Purchasing Agent will increase BP20120488 in the amount of $120,000 to the awarded contracted vendor of WW Grainger of West Sacramento, CA.
