Fiscal Impact/Change To Net County Cost
There is no Net County Cost associated with this Agreement.  Sufficient appropriations are included in the Fiscal Year (FY) 2014-15 budget and will be included in future County budget requests.  If changes in funding occur in future FYs, the amount of the Agreement will be adjusted accordingly.
 
Background
In accordance with Title 22, a psychiatric health facility "shall be maintained in a manner that is clean, safe, and sanitary and in good repair at all times".  Pro-Line Cleaning Services, Inc. has provided satisfactory janitorial services at the County Psychiatric Health Facility (PHF) since 2011, thereby assisting the County in ensuring compliance in accordance with said Title.    
The County does not have staff to meet the requirements for janitorial services on a 24/7 basis and Agreement for Services 005-S1511 provides for the availability of these required services.  
The County has determined that the provision of these services by Contractor is in the public's best interest, and that these services are more economically and feasibly performed by outside independent Contractors.  The County has determined these are authorized by County of El Dorado Charter, Section 210 (b)(6) and/or Government Code 31000.
Reason for Recommendation
Agreement for Services 005-S1511 allows for the provision of necessary custodial services for the term of July1, 2014 through June 30, 2017 in an amount not to exceed  $94,500 for the three-year period.  Agreement provides for the CA Code of Regulations mandated housekeeping services for the County of El Dorado Psychiatric Health Facility.
