Title
Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Agreement 007-S1511 with Danilo and Gloria Ibanez dba Grace Homes, a licensed residential care facility, with a term effective July 1, 2014 through June 30, 2017, and maximum contractual obligation of $192,000 for the term of the Agreement, for the provision of supplemental residential care services for adults with serious mental illness on an "as requested" basis; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 007-S1511, including amendments thereto and contingent upon approval by County Counsel, Risk Management, and Human Resources, as applicable, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: MHSA, Medi-Cal, and Mental Health Realignment.

Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement 007-S1511. Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future County Budget Requests. If changes in funding occur in future FYs, the amount of the Agreement will be adjusted appropriately.
Background
Danilo and Gloria Ibanez, dba Grace Home furnish the facilities and personnel to provide long-term residential care and treatment for mentally ill clients. The County has successfully contracted with Grace Home since 2009, and is currenlty providing services to Health and Human Services Agency (HHSA) clients.
When it is necessary to place seriously mentally ill clients in a residential care facility, the HHSA's Mental Health Division is financially responsible for the placement and the payment for services per Welfare and Institutions (W&I) Code Section 5897 that directs the State to implement the mental health services defined in the W&I Code Section 5800 (Adult and Older Adult Mental Health System of Care Act), Section 5840 (Prevention and Early Intervention Programs), and Section 5850 (The Children's Mental Health Services Act) through contracts with county mental health programs or with counties acting jointly.
Reason for Recommendation
The HHSA, Mental Health Division does not have long-term residential facilities and must contract for these services. In the event this Agreement is not approved, treatment and services for these existing clients would be disrupted, and the County's capacity to provide long-term residential care would be diminished.
Clerk of the Board Follow Up Actions
1) The Clerk of the Board to obtain the Chair's signature on the two originals of Agreement for Services 007-S1511.
2) The Clerk of the Board to forward one fully executed original of Agreement for Services 007-S1511 to HHSA for further processing.
