Fiscal Impact/Change to Net County Cost

Background
The AMGEN Tour of California (AMGEN) is a Tour de France-style cycling road race created and presented by AEG, LLC that challenges the world's top professional cycling teams to compete along a demanding course that traverses hundreds of miles of California's iconic highways, byways and coastlines each spring.  Stage 1 of the race will pass through El Dorado County on May 11, 2014.  A map and road guide of Stage 1 is attached (Attachment 2C) for reference.  The total distance traveled on El Dorado County Roads will be approximately 18 miles.  This distance will be covered in less than 45 minutes.  Since Stage 1 of the AMGEN is classified as a special event, per Title 15, Section 12.37.010 of the County Code, it does not require a road closure and a special event permit will be issued to the organizer.
The AMGEN, Stage 2 will be the individual time trails that will start and finish in Folsom.  This will be an out and back route that will have the riders heading east on Green Valley Road.  As riders approach Sophia Parkway and enter into El Dorado County, they will make a U-turn before reaching the intersection and return back towards Folsom on Green Valley Road.  Westbound traffic on Green Valley Road will be able to turn left on Sophia Parkway. Northbound traffic on Sophia Parkway will be able to turn right onto Green Valley Road.  The AMGEN will be held on Monday, May 12, 2014, between 7:30 a.m. and 3:45 p.m.  
 
Reason for Recommendation
The Transportation Division is recommending Board approval of the road closures to provide for the safety of participants, volunteers and spectators along the course, and to assist in the success of this community event.  Other involved agencies have made no objections to this closure.
Clerk of the Board Follow Up Actions
1. The Clerk will obtain the Chair's signature on the Resolution.
2. The Clerk will send one (1) executed copy of the Resolution to the Transportation Division.
