Background
Government Code Section 65400(a) mandates all California counties to submit an annual report on the status of General Plan implementation to the County Board of Supervisors, the State Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD).
As required by Government Code Section 65400 and County General Plan Policy 2.9.1.1, the General Plan Annual Progress Report (APR) addresses the following categories:
1. The County's status and progress in implementing the General Plan;
2. Monitoring of land inventory;
3. Progress in meeting regional housing needs; and
4. Consistency with State guidelines on mandated elements of the General Plan.
The format of the APR includes the following detailed content:
1. The purpose of the General Plan Annual Progress Report;
2. The structure of the County General Plan;
3. Major Planning Activities during calendar year 2013;
4. A detailed discussion of the General Plan Implementation Plan, including completed implementation measures, implementation measures in progress and implementation measures remaining to be addressed since adoption of the General Plan;
5. Monitoring of available land inventory (Policy 2.9.1.1); and
6. A discussion of the General Plan Annual Work Program for calendar year 2014-2015.
