There is no change in Net County Cost.  If accepted, the grant will fund the purchase of equipment not otherwise budgeted.
 
Background
The California Certified Unified Program Agency (CUPA) Forum Board established the CUPA Forum Environmental Protection Trust Fund (Fund) to enhance the investigation and enforcement of the State of California statutes and associated implementing regulations. The Fund is established to disburse and manage monies primarily from case settlements as adjudicated through the efforts of local, State, and Federal prosecutors.
Community Development Agency, Environmental Management Division (CDA/EMD) applied for and received notification of the grant award in an amount up to $9,800 for the Grant term of July 1, 2014 through July 1, 2016.  The grant will be used to purchase four (4) self-contained breathing apparatus (SCBA) bottles that are reaching the end of their useful life span. The SCBAs are used when needed to make entry into environments where hazardous materials have been released and assessment and mitigation may be required.   
 
Reason for Recommendation
CDA/EMD will use grant funding to purchase the four (4) SCBAs which will benefit the County residents by enhancing hazardous materials incident response by CDA/EMD.  
 
In accordance with BOS Policy A-6, the Board of Supervisors (Board) is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to the CDA Director or designee to execute all documents, including, but not limited to, the grant funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant project.
Action to be taken following Board approval
The Board will authorize the CDA Director or designee signature authority to execute the Grant Funding Agreement and associated documents upon approval from County Counsel and Risk Management.
