Fiscal Impact: There is no Fiscal Impact or Net County Cost associated with this item.

Background: At its April 24, 2014 meeting the Community and Economic Development Advisory Committee (CEDAC), unanimously voted to recommend the Board of Supervisors rescind Resolution #29-2013 (Attachment C) and replace it with the attached draft Resolution establishing a Technical Advisory Subcommittee that shall adhere fully to the Ralph M.Brown Act.

The Economic Development Advisory Committee was established by Board of Supervisors Resolution #103-2006 on May 9, 2006. Resolution #213-2007, approved on July 3, 2007, added a work force development and education at-large member. Resolution #25-2009, approved on February 10, 2009, expanded the commission to 11 members. Resolution #91-2009, approved on May 18, 2009, revised member terms of office to one-year, with member participation on a volunteer basis, and established a Technical Advisory Group. Resolution #29-2013, approved on March 25, 2013, changed the Committee name to Community and Economic Development Advisory Committee (CEDAC), recognizing the need to engage all County communities in the work of the Committee. Resolution #29-2013, also continues to provide for a Technical Advisory Group.

The attached draft Resolution, presented for Board consideration, rescinds Resolution #29-2013, and replaces the Technical Advisory Group with a Technical Advisory Subcommittee, a standing subcommittee, subject to the Ralph M. Brown Act.

Staff will work with CEDAC to establish the Technical Advisory Subcommittee.
