There is no change to Net County Cost associated with this Amendment I to Memorandum of Understanding (MOU) 466-M1311.

Background
On March 19, 2013, the Board of Supervisors approved MOU 466-M1311 with Marshall Medical Center, Inc., (Marshall) which set the rates for interfacility transport services provided to Marshall at 110% of the applicable rates as defined by the Centers for Medicare & Medicaid Services for Northern California (available at www.palmettogba.com). During the development of MOU 466-M1311, consideration was given to the many services Marshall provides in collaboration with the County to ensure the highest level of Prehospital Advanced Life Support services on the West Slope of the County. These “in kind” services are listed on Exhibit A to that MOU 466-M1311; however, during the course of the past year it has become apparent that redefinition was required with regard to these “in kind” services. Amendment I to MOU 466-M1311 updates the listing of “in kind” services to ensure clarity with regard to recognizing the collaborative relationship between the County and Marshall.

Reason for Recommendation
Approval of this Amendment I to MOU 466-M1311 redefines the “in kind” services provided by Marshall that were considered in the establishment of the rate structure for interfacility transfers. Specifically, language identifying the availability of nurses to accompany patients on critical care transfers has been removed.
