Title: Health and Human Services Agency, Public Health Division, recommending the Board consider the following: 1) Approve and authorize the Chair to sign retroactive funding Agreement 053-F1511 (14-10043) with the California Department of Public Health in the amount of $60,000 for the term July 1, 2014 through June 30, 2017, for the purpose of providing State funding for the Childhood Lead Poisoning Prevention Program; and 2) Approve and authorize the Chair to sign Amendments, if any, relating to Agreement for Services 053-F1511, and contingent upon approval by County Counsel and Risk Management approval, which do not affect the maximum dollar amount or term of the Agreement; and 3) Authorize the Director of the Health and Human Services Agency, to administer Agreement for Services 053-F1511 and sign any subsequent documents relating to said Agreement including required fiscal and programmatic reports. There is no Net County Cost associated with this revenue agreement.  The revenue and expenses associated with this agreement were anticipated and included in the Fiscal Year 2014-15 Health and Human Services Agency (HHSA) budget and will be included in future fiscal year budgets.  
 
Background
The mission of the California Department of Public Health's Childhood Lead Poisoning Prevention Branch (CLPPB) is to eliminate childhood lead poisoning by identifying and caring for lead burdened children and preventing environmental exposures to lead.  The CLPPB has contracted with Health and Human Services Agency's Public Health Division since 2005.  The Public Health Nursing Staff perform the following outreach and services to fulfill the mission of the CLPPB:
 
1)  Provide education and technical materials to medical providers and the public on lead exposure sources, environmental assessment parameters blood lead level screening/testing and specialty service referral for exposed children;
 
2)  Distribute to the public at large, health care provider groups and commercial businesses exposure risk reduction materials including but not limited to posters, brochures and other educational medium;
 
3)  Provide public health nurse level case management  that includes but is not limited to home visitation, a child exposure/health assessment, in-home environmental assessment, initiation /coordination of  blood lead level monitoring, facilitation of medical home placement , referral to California Children's Services when medically qualifying, facilitation of referral and follow-up by regional specialty center;  and
 
4)  Facilitate and coordinate multi-agency assessment when a large-scale exposure occurs (e.g., childcare facility, school, or commercial business product source) to test for sources of lead and eliminate lead those sources.
 
The Agreement is retroactive to July 1, 2014.  CDPH released the Agreement in early May, 2014.  Staff promptly began processing the Agreement through Agency and County review processes, but were unable to complete the process prior to July 1, 2014.
 
Reason for Recommendation
HHSA Public Health Division is the local health department for the County of El Dorado.  The local health department administers the Childhood Lead Poisoning Prevention Program within its jurisdiction.  Approval of this funding Agreement will allow HHSA to continue providing direct case management for children and education to communities/health care providers within the County.   
 
Clerk of the Board Follow up Actions
1)  Clerk to have the Chair sign five (5) originals of Agreement 053-F1511.
2)  Clerk to provide two (2) certified Minute Order.
3)  Clerk to return all signed original documents to HHSA Contracts Unit at 3057 Briw Road, Suite A.
