There is a minor fiscal impact due to the staff time involved with the preparation of the Board's response.  There is no change to net county cost.
 
Background
The 2013-2014 Final Grand Jury Report includes several reports for which a Board of Supervisors response is required by the California Penal Code.  Per Board Policy A-11, an Initial Draft Response was received and approved by the Board on August 12, 2014.  On August 26, 2014, the Board held a hearing to respond to the final case in the report which concerned the County Charter.  Those responses are included.  The Final Grand Jury Report includes:

The response to Recommendation #3 in case number GJ-13-09 (Animal Control Facility) was modified and complies with the Penal Code requirements.
 
Reason for Recommendation
Policy A-11 requires an "Initial Draft Response" to be presented for the Board's consideration and feedback at a day and time certain, followed by a Final Draft Response which includes any Board directed changes.  The Board considered the Initial Draft Response to the 2013-2014 Final Grand Jury report on August 12, 2014. On August 26, 2014 final revisions were made.  The deadline to submit a final response to the Presiding Judge is 90 days from the date of issuance of the report.  The deadline is September 20, 2014.   
 
The Grand Jury Foreperson has been notified of the day and time of this agenda item and has been given a copy of the Final Draft Response per Policy A-11.
