Title: Library Department recommending the Board consider the following: 1) Approve and authorize the Chair to sign grant funding Contract No. 228-S1510 with First 5 El Dorado in the amount of $48,000, for the period October 21, 2014 through December 31, 2015, to provide funding for support of early childhood education program sites; and 2) Authorize the Chair to sign a budget transfer increasing revenues and appropriations by $48,000 as a result of the acceptance of this funding. Background
Working within First 5 El Dorado grants, to the library, over the past five years, staff have visited early childcare and education sites to educate providers regarding early literacy practices.  Recently,  First 5 El Dorado has identified monies from a Race to the Top - Early Learning Challenge Grant distributed through the California Department of Education that will enable Early Childhod Literacy Specialists to expand and focus these visits on the specific goals of coaching and mentoring Tier 1 and 2 providers.  
 
Reason for Recommendation
Race to the Top, through First 5 El Dorado,  will fund Early Childhood Literacy Specialists at the library to assist in providing training, technical assistance and quality improvements targeted toward Tier 1 and 2 providers.  Early Childhood Literacy Specialists will promote the importance of high quality early care and education services by using the California Preschool Language and Literacy Foundations and Frameworks developed by the California Department of Education.
