Background
On August 12, 2014, the Draft County response to the Grand Jury report was heard by the Board of Supervisors (File 14-1001, item 31).  At the hearing, members of the Grand Jury testified that they were upset with the response of the Community Development Agency (CDA) to certain findings made by the Grand Jury.  Specifically, findings that the Grading, Erosion, and Sediment Control Ordinance was not being adequately enforced (Case Numbers GJ-13/14-15; 13-16; 13-17; and 13/14-18), and with Planning Department and Planning Commission review of parking requirements for the Golden Center Plaza Shopping Center (Case Number GJ-13-11).  County Counsel responded that the law prescribes responses occur in a given format.  This format doesn't necessarily allow for effective discussion of issues.
 
Reason for Recommendation
At the hearing, the CDA agreed to return to the Board with a response to the Grand Jury report that would provide explanations that were more explicit.  Attached is CDA's attempt at such a response.
