Background
The mission of the National Court Appointed Special Advocate (CASA) Association, together with its state and local members, is to support and promote court-appointed volunteer advocacy so that every abused or neglected child can be safe, establish permanence and have the opportunity to thrive.  The Court Appointed Special Advocate programs (CASA) have operated successfully nationally for the past thirty five years and CASA El Dorado, a 501(c)(3) non-profit organization, has operated successfully locally for the past twenty years.  In 1996 the role of CASA was formally adopted into the national Child Abuse Prevention Treatment Act (CAPTA) and has remained an integral part of the law in various updates and amendments since that time.  The role of CASA has also been adopted into the California Welfare & Institutions Code at §100 et seq.  Pursuant to Welfare & Institutions Code §103(c), each CASA is an officer of the court and pursuant to §102(c), each CASA must provide independent factual information to the court regarding the cases to which he or she is assigned, while representing the best interest of the children involved in the cases to which he or she is appointed.
 
Reason for Recommendation
CASA provides a valuable public service by maintaining an independent voice for neglected and/or abused children in court, as provided by State law.  In recognition of this service and understanding CASA El Dorado's current need for additional funding to support their program, the County has identified funding for a contribution in the amount of $75,000 to assist CASA El Dorado in providing services to at-risk youth in our County for the period of July 1, 2014 through June 30, 2015.

1. Clerk of the Board to obtain signature of the Chair on two (2) originals of MOU 282-M1511.
2. Clerk of the Board to forward one (1) fully executed original MOU 282-M1511to the Chief Administrative Office, Procurement and Contracts Division.
