Background
A single sign-on /two factor solution provides El Dorado County with the ability to securely implement password complexity, improve convenience for the end user, and help to protect County data and access to information. High tech security requirements are becoming more scrutinized and regulated, as security breaches are publicized. HIPAA and HITECH security compliance can affect the end user in a very negative way, causing users to write down passwords, share passwords, and cause unnecessary down time for password resets. DOJ requires users connecting to the CLETS system to have two-factor authentication in place. Two-factor authentication is simply a two-part authentication process. Industry standard best practices are defined as two of the following; something an end user has, something they know, or something they are.

Reason for Recommendation
It is the recommendation of the Information Technologies department that the Board of Supervisors approve the purchase of 1600 licenses as step one of a three-phase implementation plan.
